강릉북부교도소는 친환경, 커뮤니티，보안, 교화 등의 4가지 주요 주제로 지역주민과 소통하고 주변환경과의 조화로운 최첨단 보안시설이자 친환경 건축물 방향으로 계획되었다. 명확한 공간구획과 보안통제 확립에 따른 배치계획，도주방지 및 내외부 소요를 미연에 방지할 수 있는 다단계 보안통제관리，첨단화된 감시체계 전자설비시스템 구축으로 과학적이고 선진화된 교정시설을 목표로 한다. 청사동은 중앙에 행정기능을 집중배치하여 공간연계 및 정면성 ? 상징성올 강조하였다. 내부동선의 유기적 연계성올 구축하면서도 수용자들의 동선이 중복되지 않게 하고 외부동선의 기능분리 및 적절한 통제계획도 적용하였다

With the four main themes of eco-friendliness, community, security and correction, the Sokcho Correctional Institute was planned as a high-tech security facility and eco-friendly building that could communicate with local residentsand harmonize with the surrounding environment We aimed to create a scientific and advanced correctional institute through a layout plan based on clear divisions of space and the establishment of security control, multi-stage security control management to prevent escape and riots both inside and outside, and by building ofa high-tech system of electronic surveillance equipment For the office building, administrative functions were concentrated at the center to emphasize special connections, frontality and symbolism. Our plan has prevented moving lines of inmates from overlapping while seeking organic connections between indoor moving lines, and functional divisions and appropriate control plans for outside moving lines were also applied
